What is JUPUS?
JUPUS is an AI secretariat built for German law firms. It comes from JUPUS GmbH in Cologne, founded in 2022 by lawyer René Fergen and engineer Jannis Gebauer and now more than eighty people, and exists to absorb the administrative work that used to fall to Rechtsanwaltsfachangestellte, a profession disappearing fast from the German market.
The platform holds three modules, sold together or separately. Telefon-KI Marie answers the phone day and night, works out the area of law and whether the caller is a prospective client, an existing one or the opposing side, documents the conversation and forwards important calls according to rules the firm sets; a structured summary follows by email. The KI-Sekretariat gathers six building blocks around client intake: a website chatbot, online appointment booking, electronic signature, area-specific questionnaires, a searchable overview of every enquiry and one-click file creation. The Dokumenten-KI does the legal work itself, reading contracts, decisions and case bundles, searching more than a million German court rulings and drafting pleadings from the firm's own templates. A standalone AI Chat is sold separately, offering managed access to OpenAI and Anthropic models with document upload, folders and multi-seat administration.
What sets JUPUS apart is less the AI than the compliance envelope around it. Data is processed and stored in the EU, the subprocessors are published by name, and training the underlying models on client data is contractually excluded in three separate documents. The vendor claims conformity with the GDPR, with the professional rules binding German lawyers (BRAO §43a and §43e, §203 StGB on professional secrecy) and with the EU AI Act. It plugs into the case-management systems firms already run, among them DATEV, RA-Micro, ACTAPORT, advoware, Kleos and ADVOLUX, rather than replacing them.
JUPUS claims more than 2,000 lawyers using it daily, over a million matters processed and 53% less manual work. Answers come with their sources, but the legal judgement and the final decision stay with the lawyer: JUPUS provides no legal advice.

GDPR overview
GDPR implementation is documented rather than merely claimed. JUPUS GmbH names itself controller for the website and processor under Article 28 for everything entered in the product, on the basis of a data processing agreement published at jupus.de/avv and signable digitally in the customer cockpit. The privacy notice, drafted by an outside law firm, sets out access, rectification, erasure, restriction, withdrawal, objection, portability and the right to complain to a supervisory authority, all exercisable at hello@jupus.de. No data protection officer is named and no Article 27 representative exists, which is consistent for a controller established in Germany. Beyond the GDPR the vendor claims conformity with BRAO §43a(2) and §43e, with §203 StGB on professional secrecy, and with the EU AI Act. No independent certification such as SOC 2 or ISO 27001 is published.
Who owns the data?
All rights in both the input and the generated output stay with the client. JUPUS receives only a simple licence, limited to the term and the purpose of the contract, allowing it to use that material to deliver the service, run quality control, keep the system working and improve the product on anonymised data. Legally JUPUS acts as a processor under Article 28 GDPR while the firm remains the controller, and the professional-secrecy duties of §43e BRAO, §26a BNotO and §203 StGB are expressly preserved. Users and administrators may delete content at any time, and an administrator can purge an entire account irreversibly.
Reuse rights
The client keeps every right in what it uploads and in what the AI produces, so an output can be reused, edited, filed with a court or handed to a client without asking JUPUS for permission. The only stated condition is professional: a lawyer must check the result first, because AI output is not legal advice and does not replace legal assessment. JUPUS's own use of the material is narrow. Customer data never trains the third-party language models, an exclusion written into the general terms, the AI Chat terms and the security page alike, and product improvement is permitted only on anonymised data. The subprocessors are named outright: Amazon Web Services EMEA and Microsoft Ireland for hosting, OpenAI Ireland for the ChatGPT models and AWS EMEA again for Anthropic's Claude, all processing inside the EU with no third-country transfer.

Hosting summary
Customer data is processed and stored in the European Union. The AI Chat terms state this twice, the security page speaks of certified European data centres, and the processing agreement adds encryption in transit and at rest, regular backups, access controls and audit logs. Annex A of the AI Chat terms goes further than most vendors and names the subprocessors outright: Amazon Web Services EMEA for hosting and storage, Microsoft Ireland likewise, OpenAI Ireland for the ChatGPT models and AWS EMEA again for Anthropic's Claude. Every line carries the same note, processing in the EU with no third-country transfer. No individual hosting country is named. The site stops at the EU, and the addresses given in Annex A are corporate seats rather than data centre locations, so they should not be read as hosting jurisdictions. One qualification applies to the marketing site alone and not to the product: Amazon CloudFront distributes its content through a global network, and the privacy notice concedes that transfers to third countries may occur there under standard safeguards. The server answering jupus.de is a CloudFront node in Frankfurt.

- You are not entitled to any particular model or provider: JUPUS may replace one with an equivalent at its own discretion
- Token quotas on the AI Chat can lock an account in the middle of a matter until the next billing period, with no top-up and no carry-over
- Compliance is declarative, with no SOC 2, no ISO 27001 and no published external audit, so a firm bound by professional secrecy is trusting the vendor's own statements
- Three separate contractual documents govern the service, two of them hosted on a third-party domain, which makes it easy to sign without having read the terms that actually apply

Low, and deliberately so. Telefon-KI Marie is live in about ten minutes: you register, receive a number and set the rules, with no installation and no technical prerequisites. The AI Chat is pure self-service. The KI-Sekretariat is the only part that needs help, and JUPUS supplies it free, through a dedicated onboarding programme with a named contact, connection to your case-management software, and training for the whole team over several sessions if wanted, followed by a permanently reachable Customer Success Manager. All the firm provides is an internet connection, a current browser and its own devices.

JUPUS is a vertical tool, very deep on a deliberately narrow market: the German law firm. That focus is its whole argument. The AI itself is not exotic, since it leans on OpenAI and Anthropic models like everyone else, but the envelope around it is unusually thorough and it addresses precisely what stops the profession from adopting these tools at all. Professional secrecy, BRAO obligations and the GDPR are not footnotes here; they are the opening pitch, backed by a published processing agreement, named subprocessors, EU-only processing and a contractual ban on training the models with client data.
The second strength is coverage. Most legal AI tools take one link in the chain. JUPUS takes the whole thing, from the phone ringing to a draft pleading, and does so without asking the firm to abandon the case-management software it already pays for.
The weaknesses are real too. This is a one-market product: outside Germany the language, the procedure and the million rulings behind the research are simply the wrong ones. There is no API and no mobile app. Nothing is independently certified, so the compliance claims remain the vendor's own.
