What is RozpočetPRO?
RozpočetPRO is a web application for costing building work, published by rozpocetpro s.r.o. in Prague and aimed squarely at the Czech market. It addresses a familiar bottleneck: pricing a bill of quantities line by line, several hundred entries at a time, is slow and easy to get wrong.
There are three ways in. You can describe the works in your own words, and the AI reads the description, recognises the structures, materials and areas involved, and assembles a priced itemised estimate. You can upload an unpriced bill of quantities in essentially any format, and the tool matches each line and fills in the prices. Or you can hand over the project documentation itself, in which case the AI reads across the files, calculates areas, lengths and volumes, and builds the take-off from them. The publisher claims up to 95% accuracy on quantities and says a supplied bill of quantities is priced in under a minute, while generating an estimate from a long description can take up to fifteen.
Prices come from three sources. The first is CS PRO, the publisher's own database of more than 300,000 construction items, refreshed every six months and organised along TSKP, the classification of building works issued by the Czech Statistical Office. The second is OTSKP, the classification maintained by SFDI, the Czech state transport infrastructure fund, used for linear works. The third is an AI estimate for atypical items with no equivalent in either base.
Quantities are traceable: for each measurement you can go back to the part of the documentation the AI drew it from and see how the figure was reached. Everything stays editable afterwards, down to individual line parameters, and margins and discounts can be set globally or per item. A separate function imports a supplier's quotation for price checking and highlights how far each line sits above the reference. Exports go to PDF, Excel, XML, XC4 or the original format. The tool runs entirely in the browser, with no installation and no licence activation, and the publisher states that more than 542 firms and sole traders use it. It also states plainly that outputs are supplied as they are and do not constitute a binding document.

A permanent free tier, named Zkušební verze, is available and allows two estimates. The cheapest paid plan is Základní at 970 Kč per month excluding VAT when billed monthly, which covers ten estimates a month and one hour of training. Paying annually brings the same plan to 9,700 Kč per year, equivalent to 808 Kč per month, since a yearly commitment grants two months free. The two higher tiers follow the same pattern: Pokročilý at 1,170 Kč per month or 11,700 Kč per year, and Profi at 1,570 Kč per month or 15,700 Kč per year, the latter saving up to 3,140 Kč annually. Corporate pricing is quoted on request. All figures are exclusive of Czech VAT. Payment is taken by card through Stripe, and a one-day trial period follows payment confirmation during which the subscription can be cancelled without being charged.

GDPR overview
The privacy policy, in force since 7 November 2025, states compliance with Regulation (EU) 2016/679 and with Czech Act No. 110/2019 Coll. It names the controller as rozpocetpro s.r.o., IČO 23931108, gives corporate@rozpocetpro.cz as the contact for privacy matters, and lists the full set of data subject rights: access, rectification, erasure, restriction, portability, objection and complaint. The Czech Data Protection Authority is named as the supervisory body. Servers are declared to sit inside the European Union, with encryption in transit and at rest and restricted internal access. Three things are missing and worth naming plainly: no data protection officer is designated, no data processing agreement is offered, and no list of sub-processors is published. An Article 27 representative is not required, since the publisher is established in the European Union.
Who owns the data?
The terms draw a sharp line between two sets of data. What you upload, called input data, and what the application gives back, called output data, are treated as yours: the publisher claims no ownership over them and asks only that you warrant you had the right to supply them. The price database is the opposite case. It is declared the exclusive intellectual property of rozpocetpro s.r.o. and is protected as a database in its own right. Subscribing buys no part of that content, only a limited, non-exclusive, non-transferable right to use it inside the application for as long as the subscription runs, on one device at a time.
Reuse rights
You may use your own estimates freely for the purpose they were made for, typically issuing a quotation to a client, and you may export them to PDF, Excel, XML, XC4 or the format you uploaded. The publisher states that such exports and printing are legitimate use, not a breach. What you may not do is mine the price database that sits behind those estimates. Copying, printing or screenshotting its content outside the application, scraping it, extracting it in bulk, or importing it into any other software or database is forbidden without prior written consent, and each individual breach can attract a contractual penalty of up to 500 Kč. Building a competing price database from the structure or methodology is also barred. In short, the estimates are yours to use; the underlying price data stays inside the tool.
Data retention & training
Hosting summary
The privacy policy states that data is stored on cloud infrastructure meeting high security standards, with encryption and access control, and that the servers used are located within the European Union so that data does not cross EU borders. Encryption is applied both in transit and at rest, security audits are described as regular, and access is limited to authorised people at rozpocetpro s.r.o. The policy also acknowledges that data may be shared with cloud service or IT support providers, but does not name them. Two gaps are worth noting. No specific country is identified, only the European Union as a region, and no hosting provider is named anywhere on the site. Separately, and as a technical observation rather than anything the publisher states, the domain resolves onto an anycast address geolocated to the United States. Anycast routing says nothing definitive about where data actually rests, but the gap between that observation and the EU declaration is worth raising with the publisher.
Things to keep in mind

- Read the prices carefully: the Czech thousands separator is a space, so 1 308 Kč means one thousand three hundred and eight, and every figure on the pricing page excludes 21% Czech VAT
- The prices shown by default are the monthly equivalent of paying annually; billed month by month the tiers actually cost 970, 1,170 and 1,570 Kč, and the per-estimate figures of 5, 20 and 81 Kč are a derived average, not something you can buy
- Treat the output as a draft, not an answer: the publisher supplies it as it is, declares it non-binding and excludes liability for decisions taken on it, so the professional judgement stays with you
- The claimed 95% accuracy is the publisher's own figure and depends heavily on how good your input is, which makes it tempting to skip the check that matters most
- Leaning on automated pricing can erode the feel for real costs that a estimator builds by hand, and that instinct is exactly what catches an AI line item that is quietly wrong
- The site contradicts itself in several places worth knowing about: the licence terms carry two different effective dates, the retention section of the privacy policy repeats the preceding section, and internal page data describes the free allowance as one or five estimates where the visible site says two
- Your project documentation, which may include client drawings and commercially sensitive figures, is uploaded to a third party that publishes no position on model training and offers no data processing agreement

Should you pick RozpočetPRO?
RozpočetPRO is an unapologetically vertical tool: one market, one language, one trade. Within those limits it is coherent and well built. Its real asset is the pairing of a substantial in-house price base with AI that can read a written brief or a set of drawings, and the traceability that lets you check where a measurement came from. The commercial model deserves credit too. Prices are fully published, which is rare in estimating software, and the monthly subscription can be switched off between jobs rather than bought for a year at a time. The publisher makes that argument explicitly against the annual and perpetual licences common in the sector.
Several things should give a buyer pause, none of them fatal but all of them worth weighing. The licence over the price base is unusually restrictive, and if you ever want to move to another package you will not be taking the data with you. Monthly quotas expire. Nothing at all is published about whether customer material feeds model training, and no opt-out is offered, which for firms handling client drawings is a reasonable question to ask before signing. There is no data processing agreement, no list of sub-processors, and the section of the privacy policy that should state how long data is kept in fact repeats the previous section word for word. The publishing company is also very young and thinly capitalised.
Outside the Czech Republic the tool has no practical use: the price base is local, the classifications are national and nothing is translated. Inside it, for a quantity surveyor or a small contractor who prices irregularly, the value proposition is clear and the entry cost is low. Verify the data handling questions directly with the publisher before committing sensitive project documentation.
