What is Elementor?
Elementor is a professional web creation platform built on top of WordPress. That framing matters: it is a plugin, not a standalone CMS, so a working WordPress site is the entry ticket, and everything else, themes, the 60,000+ plugins in the repository, your host, stays part of the picture. Founded in 2016 by Yoni Luksenberg and Ariel Klikstein, two web creators from the open-source WordPress community, the Israeli company claims 22 million sites built, roughly 13% of the web, and a new site every three seconds.
The product spans three areas. Create covers the drag-and-drop Editor, Theme Builder, Popup Builder, Form Builder, dynamic content and display conditions. Optimize adds Image Optimizer, the Ally accessibility suite, performance tooling and Cookie Consent. Manage & Host brings cloud hosting, domains, the Site Mailer transactional email service and multi-site management.
Layered across all of it is Angie, Elementor's agentic AI for WordPress, downloadable free from wordpress.org. Angie generates structured Elementor content that stays genuinely editable rather than arriving as a locked export, and it inherits your installed plugins, theme settings, and content structure automatically, so there is no context to configure. It accepts a text description, a screenshot or a reference URL, and combinations of the three. Angie Code produces Elementor widgets, WordPress admin snippets, site snippets in CSS and JS, front-end visual apps, Custom Post Types and custom fields, working in a test environment isolated from the live site. Super Admin Mode goes further, reading real site data and putting a plan up for approval before running bulk operations, debugging or SEO fixes. Alongside Angie sit the AI Site Planner, which drafts a brief, a sitemap and wireframes, plus AI writing, image and logo tools.
Commercially, the base Editor is free, Editor Pro is paid, and Elementor One bundles products under a single subscription with credits shared between them. Hosting on Elementor Host, Google Cloud with Cloudflare Enterprise, is a separate product. Enterprise references include Time, CNN, Disney, Rolling Stone, National Geographic and Billboard. One caveat comes from Elementor itself: the AI Products are released as beta in its AI terms.

GDPR overview
GDPR and CCPA compliance are claimed explicitly on Elementor's Trust page. A Data Processing Agreement is published, along with a maintained list of sub-processors, and data protection reviews are carried out annually by third parties. Transfers from the EEA and the UK to Israel rely on adequacy: Israel is recognised by the European Commission and the UK Information Commissioner's Office as offering an adequate level of protection. Standard Contractual Clauses cover transfers to countries without an adequacy decision. The contracting entity follows your billing region: Elementor EU Ltd. (Cyprus) for the EEA, Elementor UK Limited for the UK, Elementor Inc. (Delaware) for the US, Elementor Ltd. (Israel) otherwise. Privacy requests go to privacy@elementor.com. Elementor also sells its own Cookie Consent product, with GDPR and CCPA banners, cookie scanning, script blocking and consent records. No Article 27 EU representative is named on the site.
Who owns the data?
Elementor's AI terms leave you responsible for what you feed in and for what comes out: you are responsible for any Input, as well as the resulting material you generate. Ownership of your content is not transferred, but you grant Elementor the right to host both Input and Output on its platform and to use them to market and improve its products and services. Outputs are generated on a non-exclusive basis and may be provided to other users as well, so what you generate is not guaranteed to be unique to you. Beyond the licence you are granted, you acquire no rights in the AI Products themselves.
Reuse rights
Elementor does not require you to ask permission before using the material you generate; it makes you responsible for it instead, and the Outputs are non-exclusive, so checking them for infringement before publishing is on you. In return, your Input travels. Elementor names OpenAI LLC, Stability AI Ltd., Azure and Anthropic as its Technology Partners and states that the Technology Partners may use such Input to train and improve their services. Elementor accepts no responsibility for what those partners do with it, their own policies apply, and no opt-out is documented. Feedback you send may be shared with them too. On the account side, Elementor collects registration data (email, name, hashed password, phone number), payment data (billing address, last four digits of the card), service usage data (licence key, PHP, MySQL and WordPress versions, server IP) and technical and traffic data. Sub-processors are framed by a Data Processing Agreement and Standard Contractual Clauses.

The Editor still does what made it popular, giving precise, code-free design control inside WordPress rather than inside a closed platform.
Angie is the company's current bet. It is agentic, it inherits the site's plugins, theme and content structure without configuration, and, crucially, what it produces is native Elementor content you can keep editing. That last point separates it from AI builders whose output arrives as an opaque export. Angie Code extends the same logic to widgets, snippets, visual apps and Custom Post Types, in a test environment kept apart from the live site.
