Umbiko is a Dutch procurement AI that turns quotations, tender files and supplier documents into a comparable table. Every answer is cited back to its source page, and all processing stays inside the European Union.
What is Umbiko?
Umbiko is a document analysis platform for procurement and tendering, published by Umbiko B.V. in Bussum, the Netherlands. It is used through a web application, behind a bilingual Dutch and English marketing site. The product sets out to answer one narrow question well: when several suppliers reply to the same request, which offer actually says what, and can that be proved?
The work follows a single chain: upload, structured extraction, comparison, then validation against evidence. Extraction is layout-aware, so tables, headings and paragraphs survive the parsing and the platform knows which figure belongs in which column. Each paragraph is then indexed as vectors, which lets the tool answer questions in ordinary language and cite the exact source. Specialised AI agents handle individual tasks: pulling out line items, normalising prices, detecting risks and working across languages. Everything is organised by project rather than by conversation, which matches how a tender file is actually assembled.
Three claims sit at the centre of the positioning: no training on customer data, no US datacentre, and no answer without a source. The site is blunt about the last one: "No source found? Umbiko does not invent an answer." It is equally blunt about what the product is not: "Umbiko is not just another chatbot. It is AI-driven software that turns documents into verifiable, editable output."
Isolation is enforced per tenant, with a dedicated Cosmos DB container, blob path and search index for each customer. Sign-in runs on Microsoft Entra ID for corporate accounts, with Entra External ID for invited guests.
The vocabulary gives away the audience. Umbiko speaks the language of the Dutch construction trade, with bestek, STABU codes and aanbesteding, and publishes three verticals: technical procurement, services procurement and project procurement. That focus is a real strength for civil engineering and public works buyers, and an equally real limitation for anyone outside that world.
Two caveats deserve stating plainly. The product screenshots on the home page show demonstration data, not customer projects. And this is a very young publisher, which names no customer reference, publishes no case study and does not disclose a full postal address.

Pricing & Plans
There is no free plan. A free trial is offered, but continued use requires a paid subscription. The lowest entry point is the Pilot plan, whose base fee is EUR 350 per month; that figure is not the full cost, because EUR 50 per user per month is added on top. Pilot is billed per pilot and runs for a maximum of three months. The Team plan is EUR 500 per month plus EUR 75 per user per month, billed annually, and Enterprise is quoted on request. All amounts are exclusive of VAT and invoiced in euros, monthly or annually, payable within 14 days, and may be revised with 60 days' notice. Subscriptions renew automatically; cancellation is due 30 days before the end of the term, while the pricing FAQ states one month's notice.

GDPR overview
GDPR compliance is documented rather than merely asserted. The privacy policy and the data protection agreement, both dated 1 May 2026, state that data is processed lawfully, fairly and transparently, and cite the legal bases relied on: Article 6(1)(b) for contract, 6(1)(f) for legitimate interest and 6(1)(a) for consent. Data subject rights are listed in full, including access, rectification, erasure, restriction, portability, objection and withdrawal of consent, with a response promised within one month through hello@umbiko.ai. The supervisory authority named is the Autoriteit Persoonsgegevens. The agreement follows Article 28, names its subprocessors and commits to notifying the customer of a personal data breach within 72 hours. No Article 27 representative is appointed, consistent with a publisher established in the EU, and no data protection officer is named anywhere on the site.
Who owns the data?
The terms are explicit: the customer retains all rights, title and interest in Customer Content, and Umbiko B.V. claims no ownership over uploaded documents, quotations or tender data. The publisher takes only a limited, non-exclusive licence, and solely to deliver the service. The data protection agreement follows Article 28 of the GDPR: the customer is the data controller for personal data uploaded into or generated within the platform, and Umbiko B.V. acts as processor. Subprocessors are named, and a countersigned DPA is available on request at no charge. Support staff from Soratus can obtain read access to customer data, but only through the documented support-mode flow, which is logged.
Reuse rights
Customer Content is used for one declared purpose only: running the service, which covers extraction, comparison, search, AI assistance and support. The publisher states that customer content is never used to train, fine-tune or evaluate AI models, and that inference runs on Azure OpenAI deployments inside the EU under a no-training clause rather than on the public OpenAI API. Prompts and completions are not kept beyond producing the answer and writing the audit log. Because ownership stays with the customer, the outputs of the platform, comparison documents, risk reports and Excel exports can be reused freely inside the organisation without asking permission. Internal access is deliberately narrow: Soratus support has read access only, through the documented and logged support-mode flow. On the public website, and only there, Microsoft Clarity analytics runs after consent.
Data retention & training
Hosting summary
All production workloads run on Microsoft Azure in the EU West region, and the security page states that no customer data leaves the European Union. No individual hosting country is named: West Europe is an Azure region, not a country. Data is encrypted with TLS 1.2 or higher in transit and AES-256 at rest, backups included, and each tenant is isolated in its own Cosmos DB container, blob path and search index. Subprocessors are disclosed by name: Microsoft Azure for hosting and AI services, Microsoft Communication Services for transactional e-mail, and Microsoft Clarity for analytics on the public website only. Customers are notified 30 days before any new subprocessor is added and may object. Should a transfer outside the European Union ever become necessary, the publisher commits to relying on the EU standard contractual clauses. AI inference runs on Azure OpenAI deployments in the EU under a no-training clause rather than on the public OpenAI API.

- Cited answers feel verified, which makes over-reliance easy: the highlighted source passage still has to be read by a human before an award decision, and the buyer, not the tool, remains accountable for it
- Neither SOC 2 Type II nor ISO 27001 is held. The site describes SOC 2 as in progress, targeted for the end of 2026, and ISO 27001 as under evaluation for 2027, so Umbiko must never be presented as certified
- The trial duration is stated inconsistently: 48 hours on the home page, the contact page and the pricing page, but 14 days in article 3 of the terms and conditions
- The size of the Team plan differs between language versions, with up to 10 users announced in English and a maximum of 4 in Dutch. Have the figure confirmed in writing before committing
- Retention after cancellation is described three different ways: a 30-day export window in the terms and the DPA, the contract term plus 30 days in the privacy policy, and deletion 90 days after cancellation in the pricing FAQ
- The headline savings, ROI multiple and error-reduction percentage shown on the home page are the default values of a ROI calculator, not measured results obtained with the tool. The named projects in the product screenshot, Gemaal Zuid, Schoolgebouw De Wilg and Provinciale weg N203, together with the counters beside them, are demonstration data and not customer references
- Publisher information is thin and partly unreliable: no full postal address or chamber of commerce number appears on the site, API access is sold with the Enterprise plan without any public documentation, and the site's own llms.txt file declares six URLs of which four return a 404 as well as a contact address found nowhere else on the site

The trial is activated by a magic link sent by e-mail, with no credit card, and opens on an environment pre-filled with sample documents and a guided tutorial. The publisher says users are productive within a few hours, and a 30-minute demo with an account manager is offered. Microsoft Entra ID single sign-on comes with the Team plan, MFA being handled by the customer's tenant. Only Enterprise involves technical work: a dedicated EU tenant, custom extraction rules, integrations and a security review.

Umbiko is a narrow and deliberately unfashionable tool: it does not try to be a chatbot, it tries to make a stack of supplier quotations comparable and defensible. Within that scope it is well built. Extraction preserves the structure of the document, every answer points back to the page it came from, and the platform is designed to say nothing rather than invent when the source is missing, a discipline that matters when an award decision has to survive scrutiny.
The compliance posture is unusually complete for so young a publisher. Processing stays on Microsoft Azure inside the EU, customer content is never used to train models, tenants are isolated, and the terms, privacy policy, DPA and security page are all public with subprocessors named. Buyers in public works and civil engineering will also recognise their own vocabulary, which is rarer than it sounds.
The reservations are real, and mostly about maturity rather than design. No certification is actually held: SOC 2 and ISO 27001 are roadmap items and nothing more. No customer is named, no case study is published, and neither a full postal address nor a registration number is disclosed. The trial lasts 48 hours, which is little time to load a real tender file. Entry pricing is high and comes in two parts, so the platform fee alone understates the true cost. Several statements, among them the trial length, the number of seats on the Team plan and the retention period after cancellation, differ between pages and between the Dutch and English versions, and are worth settling in writing before signing.
For an EU organisation that cares where its documents live and about proving where a number came from, Umbiko deserves a serious look, with the contract read carefully.
