What is Skoolie?
Skoolie is a Swedish platform for study and career guidance, the field Swedish schools call SYV. It was built by Skoolie AB, a Stockholm company founded by three former students who found that the information needed to choose a path is scattered across public agencies, admission systems and individual school websites, leaving the student least equipped to assemble it and the counsellor spending time hunting for facts instead of talking. The platform gathers education programmes, occupations and skills in one place and turns them into concrete options based on each person's grades, strengths, interests and goals.
It is sold as four modules covering the whole education journey: compulsory school, upper secondary school, adult education, and a municipal labour market service. Students get a national view of programmes, see how their grades affect their chances of admission, and read typical salary, job prospects and labour market demand for the occupations a programme leads to. They can take an interest quiz, save favourites, share them with their counsellor before a session, and build a CV they export as a PDF. Staff get the other half of the same workspace: a consolidated view of every student's choices, interests and merit rating, with automatic eligibility checks, so mentors can follow a class over time and student health teams can see at a glance who lacks eligibility. Municipalities get an aggregate picture of what their residents are interested in, which feeds resource allocation and the planning of education provision.
The AI sits underneath rather than on top. A guidance assistant answers free-text questions about programmes, eligibility, selection and past admission scores, and the adult education module converts grades from older grading systems using Skolverket's equivalence list, removing work that used to be manual. Labour market figures come from Arbetsförmedlingen and are refreshed continuously. Skoolie connects to a school's existing student registry for single sign-on and automatic retrieval of grades and study plans. The company classifies its chatbot as limited risk under the EU AI Act and states that assessment and decisions always remain with a qualified counsellor.

Pricing & Plans
No pricing information is published. Skoolie operates no pricing page, and the two obvious paths, /pricing and /priser, both return a genuine 404; no amount appears anywhere else on the site. No permanent free plan and no free trial are announced, and the FAQ answers a request to try the product before buying by offering a live demonstration instead. The commercial model is a contract negotiated with a school, education provider or municipality under a main agreement, entered through the demo form. The terms state that the service is paid in advance until the subscription is terminated, that no partial or full refund is granted once a subscription has started, and that price changes are notified in writing thirty days ahead. Note the internal contradiction: those same terms assert that current prices can be found on the website, when no such page exists. A pro bono allocation to a private individual is mentioned in the terms without any published conditions.

GDPR overview
Implementation is concrete and documented rather than declaratory. The privacy policy is split into three parts: Skoolie AB is controller for website visitors and business contacts, and processor for participants using app.skoolie.se, where the school or municipality is the controller. Data processing agreements follow the standard templates of SKR, the Swedish Association of Local Authorities and Regions, and are presented as meeting Article 28(3). Named commitments include Article 32 technical and organisational measures, confidentiality duties for staff, no sub-processors without prior authorisation, breach notification without undue delay, and deletion or return of data at the end of the assignment. Transfers outside the EEA for Part 1 data rely on standard contractual clauses under Article 46(2)(c) or adequacy decisions under Article 45. A data protection officer is named, and complaints go to the Swedish authority IMY. No effective date is published on the policy.
Who owns the data?
Ownership sits with the customer, not the vendor. When a municipality or independent school buys Skoolie, that organisation is the data controller and owns all data in the service; Skoolie AB acts only as data processor and states plainly that it processes personal data solely on the customer's documented instructions, and deletes or returns everything when the agreement ends. Sub-processors cannot be added without the customer's prior authorisation. Skoolie AB is controller only for its own website visitors and business contacts. One counterweight sits in the terms: users grant Skoolie AB a broad, perpetual and sublicensable licence over the guidance content they generate, though the company may not publish anything directly attributable to an identifiable person.
Reuse rights
End users receive a limited, revocable, non-exclusive, non-sublicensable and non-transferable licence, restricted to personal, non-commercial use on a compatible device. They may not copy, reproduce, sell, rent, lend, sublicense or otherwise exploit any part of the service, nor reverse engineer it or obtain its source code, nor remove proprietary notices. Sharing access with anyone else requires explicit written permission. Guidance results can be saved in the account and exported in practice through the built-in CV builder as a PDF. In the opposite direction, users grant Skoolie AB extensive rights to reuse the guidance they produce, including for marketing purposes, short of publishing personally identifiable material. Student data is never used to train AI models.

Hosting summary
Skoolie states that all personal data is stored in European data centres and that data is stored and processed within the EU, explicitly to avoid the risks of transfers outside the EU/EEA. Microsoft Azure is named as the primary cloud infrastructure. No individual country is identified, and the storage countries of sub-processors are listed in the annex to the data processing agreement rather than published. Protection in transit uses TLS 1.2 or above, and data at rest is encrypted with AES-256. The company says it runs regular penetration tests and security assessments, works only with certified subcontractors, monitors system logs continuously, and has maintained uptime consistently above 99.9 percent. One nuance qualifies the headline claim: the privacy policy allows processing outside the EEA for website visitors and business contacts where a supplier or its subcontractor is located there, relying on standard contractual clauses under Article 46(2)(c) or an adequacy decision under Article 45. Participant data in the service is instead governed by the agreement with the school or municipality.

- Guidance is only as good as the data behind it: admission statistics describe past years, and a student who treats a predicted chance of admission as a promise may make a poor choice on a confident-looking number.
- An AI assistant that answers instantly can quietly replace the conversation it was meant to prepare; the vendor says decisions rest with a qualified counsellor, and that boundary has to be defended in practice, not just in the terms.
- Pupils are a captive population: a student does not choose the platform, the school does, which makes the school's judgement about profiling, nudging and how visible a low merit rating should be to staff a real responsibility.
- Users grant Skoolie AB a broad, perpetual and sublicensable licence over the guidance they produce, including for marketing; personally identifiable material is excluded, but the grant itself is wide.
- No price is published anywhere and the terms refer to a pricing page that returns a 404, so budgeting is impossible before a sales conversation.
- ISO/IEC 27001 appears only as the framework of the security management system, without a certificate number or certifying body, and the sub-processor list is not public: security claims cannot be independently verified.

Skoolie is a narrow tool that does its narrow job seriously. Everything in it, merit ratings, eligibility rules, Komvux and YH pathways, Skolverket's grade equivalence list, Arbetsförmedlingen's salary and demand figures, is anchored in the Swedish system. That is its strength for a Swedish school or municipality and the reason it has almost no value anywhere else. The clearest signal of quality is the automatic conversion of older grading systems, which removes a real and tedious task rather than adding another dashboard.
For a public-sector buyer, the compliance posture is unusually legible: data held in European data centres, agreements built on SKR templates, an explicit statement that student data never trains AI models, a named data protection officer, and a self-assessed limited-risk classification under the EU AI Act. The company is also candid that its AI only supplies supporting material and that decisions stay with a qualified counsellor.
Two reservations deserve weight. The first is pricing: not a single figure is published, the terms even refer to prices on a website page that does not exist, and the only way to learn anything is to book a sales demonstration. The second is proof. ISO/IEC 27001 is cited as the framework of an information security management system, not as a certificate, with no number and no certifying body; the sub-processor list stays inside the contract annex; and the uptime figure is the vendor's own. Skoolie AB is young, registered in December 2022, and small, with seven employees, though its roster of Swedish municipal and school customers grew through 2026.
