offrs is a lead generation service for United States residential real estate agents, built on a predictive model rather than on advertising volume. Its premise is that a machine-learning algorithm can rank the homes in an area by how likely they are to reach the market within the next twelve months. Every property in a territory is scored from 0 to 100, and anything above 80 is flagged as a predictive seller. The publisher says the model runs against more than a billion data points on residential and commercial property, real-time feeds from over 25 providers, more than 250 data points per homeowner, and a base of more than 122 million scored properties, grouped into property, demographic, behavioural and event data.

Three named modules sit around that score. Territory Builder lets an agent pick and lock a ZIP-code territory on an interactive map, with prediction statistics shown per area. Lead Feed delivers in-market leads in real time: people who filled in a Google Ads form, replied to a direct mail piece or engaged with a real estate portal. Lead Capture covers the advertising creatives and landing pages, which offrs builds and operates on the agent's behalf rather than handing over as templates. Homeowner contact details come attached to the predicted sellers, and the two upper tiers add an AI layer that qualifies and follows up incoming leads, powered by raia, a sister product of the same group.

The pitch is explicit about what it replaces. The site describes offrs as an agent's marketing team and inside sales agent at a fraction of the cost, and leans on a National Association of REALTORS finding that three out of four homeowners choose the first agent they speak to. GDPR overview

There is none. The word GDPR does not appear once across the pages collected, and no Article 27 representative or data protection officer is named. The framework the publisher actually documents is North American: the CCPA as amended by the CPRA, eighteen further US state privacy laws, and separate sections for Nevada, Delaware, Oregon, Vermont, Minnesota and Canada, where the business trades as Constellation1, a division of Andromeda Software LP, in Markham, Ontario. The rights offered overlap heavily with GDPR rights, including access, portability, correction, erasure, objection, restriction, withdrawal of consent and opting out of automated profiling, but they rest on US law. Who owns the data?

The published terms split ownership by role. Constellation1 acts as a processor for data it handles on a client's instructions, and as a controller for the data of business contacts and site visitors; it states outright that it is not a controller for End User personal information. Anything a user posts to the site is licensed to the publisher worldwide, perpetually, irrevocably and free of charge, with the right to sub-license. Ideas, comments and suggestions sent to the company become its exclusive property, intellectual property rights included. Aggregated and anonymised data derived from user data belongs to the publisher, which undertakes not to re-identify it.

Reuse rights

The site draws a hard line around reuse. The licence granted to a visitor is limited, personal, non-exclusive, non-sublicensable, non-assignable, non-transferable and revocable, and clause 9 states plainly that the site and its materials may not be used for commercial purposes, a restriction that sits oddly with a product sold to professionals for commercial prospecting. Automated collection, scraping, framing and deep linking all require written permission. Any real estate listing data supplied is described as incomplete, unguaranteed, and reserved for personal non-commercial use limited to identifying prospective properties. What the published pages never address is the reuse question that actually matters here: what an agent may and may not do with the homeowner contact details delivered as leads. That is left to the subscription contract and to US telemarketing law.

Data retention & training

Retention summary
No duration is ever given. The published rule is that personal information is kept only for as long as reasonably necessary for the purposes it was originally collected for, with a broad set of exceptions that extend it: legal and regulatory obligations, fraud monitoring and loss prevention, tax, accounting and financial reporting duties, and contractual commitments to third parties. For business customers the period may also depend on the terms of their own agreement. Security is described as technical, administrative and physical measures including encryption of sensitive information, reviewed regularly, with the publisher stating plainly that no measure is perfect. Data belonging to a child under 16 is deleted if the publisher becomes aware of it, and cookies can be cleared from a link in the site footer.

Hosting summary

The only hosting statement the site makes is in clause 18 of the terms: the servers and operations of Constellation and of the company are located primarily in the United States, and the policies applied are based primarily on United States law. Visitors outside the United States are asked to consent to their information being transferred to, stored in and processed there.
