DELOS
DELOS is a strategic intelligence platform for public affairs and corporate communications teams. It classifies political, media and stakeholder signals against an issue map, then drafts briefings your team reviews before sending.
What is DELOS?
DELOS is a strategic intelligence platform for public affairs and corporate communications, built by Delos Analytica AG in Steinhausen, in the Swiss canton of Zug. Its organising idea is the issue map: instead of starting from sources and keywords, a team describes in plain language the policy, regulatory and reputational issues it actually owns, and every incoming signal is classified against them. An article, a parliamentary motion, a consultation response or a stakeholder statement all land in the same structured layer, which then feeds alerts, dashboards and reports. Five capabilities are live today. Issue Intelligence holds the plain-language issue definitions, shared across the team with version history and an audit trail. Political Monitoring covers Switzerland end to end, the federal parliament and all 26 cantonal parliaments, plus consultations, committee proceedings, bills, motions, interpellations and votes, processed close to real time as documents are published. Media Monitoring processes more than 300,000 sources daily, including paywalled and trade press, and scores relevance per issue before anything reaches a human. Stakeholder Intelligence maps the organisations shaping an issue and keeps a history of their positions. Briefings & Reporting drafts briefings from the issue map on a daily, weekly or monthly cadence, always as a draft the team reviews and edits before it goes out. Two things shape how DELOS is bought and used. First, coverage is uneven by design: media monitoring is global, but full political monitoring is live only in Switzerland, with Germany, Austria and the EU institutions on a demand-driven waitlist. Second, the product is sold entirely indirectly. Every subscription is delivered by a certified DELOS Professional, includes a setup session of up to three hours and an Analyst certification for the customer's team, and is priced by quote against the number of issues, users and coverage scope. An API, native integrations, social listening and conversational search are announced, but the vendor states plainly that they are not yet part of the core product.
What it does
- Classify political, media and stakeholder signals automatically against the strategic issues your team owns
- Monitor Swiss politics end to end: federal parliament, all 26 cantonal parliaments, consultations, committee work, bills, motions and votes
- Filter 300,000+ media sources daily, paywalled and trade press included, with AI relevance scoring per issue
- Generate intelligence briefings on a daily, weekly or monthly cadence, drafted by AI and edited by your team
- Map the institutions, regulators, NGOs and industry associations shaping an issue, with their statements over time
- Run a separate issue map, stakeholder layer and briefing cadence per team, per client or per policy domain
- Export the resulting intelligence in standard formats for use elsewhere
When to use DELOS / When not to
A quick filter to help you decide if DELOS is the right fit.
When to use DELOS
- In-house public affairs and government relations teams tracking dossiers across federal and cantonal institutions
- Corporate communications and PR departments that need issue-aware media coverage instead of raw clipping reports
- Public affairs consultancies running several client mandates in parallel, each with its own issue map and briefing cadence
- Associations and NGOs monitoring policy across several levels of government and briefing their members
- Executives, board advisors and their staff who need one decision-ready briefing before every board, client or media moment
When not to use DELOS
- Teams whose political monitoring needs sit outside Switzerland: Germany, Austria and the EU institutions are waitlist-only for now
- Engineering teams planning to pipe intelligence into their own stack, since the API and native integrations are still on the roadmap
- Anyone who wants to buy, trial or configure the tool alone: every deployment runs through a certified DELOS Professional
- Buyers who need a published price, a free plan or a self-service trial before committing to a conversation
- Organisations whose priority is social media listening, which the platform does not yet cover and whose sources it deliberately excludes
- Individual users outside a company: the service is restricted to authorised representatives of an organisation, aged 18 or over
How to use DELOS
A typical end-to-end flow, from setup to results.
- Request a demo through the form linked from the site, or pick a certified DELOS Professional from the public partner directory
- Agree a scope and a quote: pricing is set against the number of issues, the number of users and how much coverage you need
- Run the initial AI analysis, which the vendor says takes about five minutes to produce a first draft
- Hold the setup session of up to three hours with your certified professional to define the issue map in plain language
- Configure jurisdictions, source coverage and the stakeholder groups that matter: institutions, regulators, NGOs, associations and media
- Sign in to the web application, using a one-time email link or SMS code, or through SAML, OIDC, Google or Microsoft Entra ID single sign-on
- Set roles across the workspace, separating analysts, editors and view-only users
- Review the prioritised feed, grouped by issue, and adjust classifications where the AI got it wrong
- Choose a briefing cadence, daily, weekly or monthly, or generate one on demand before a meeting
- Edit each AI-drafted briefing before it is shared with leadership, members or clients
Pros & Cons
Pros
- Swiss political coverage is genuinely deep: federal parliament plus all 26 cantons, consultations and committee proceedings
- The issue map replaces keyword matching, so signals arrive attached to a business question rather than to a string
- Paywalled and trade press are included under licence, something an in-house scraper cannot legally obtain
- Unusual legal transparency: terms, privacy, cookies, DPA and EULA published in full, with a named sub-processor table giving purpose, location and transfer basis for each
- Repeated contractual commitment not to train on customer content, backed by zero data retention with the model providers
- Compliance posture is published in three honest buckets, live today, in progress and on request, rather than blurred into one claim
- Human-in-the-loop by design: AI drafts, the team edits, nothing leaves without review
Cons
- Political monitoring is live in Switzerland only; Germany, Austria and the EU institutions are waitlist items prioritised by customer demand
- No API and no native integrations are delivered, and the vendor places both outside the current product; file export is the only interoperability available
- The trust page states production data is hosted in Switzerland and that no customer data leaves Swiss or EU jurisdiction, while the privacy policy and DPA place the primary application database in the United States, in AWS eu-equivalent region aws-us-east-1 in Northern Virginia, backups included
- The vendor holds no certification of its own: the DPA states it has neither SOC 2 nor ISO 27001 and has commissioned no independent penetration test, both being in progress
- Nothing can be bought directly: a certified partner is mandatory, and the setup is charged on top of the licence
- No published price for the platform, no free plan and no free trial, so budgeting requires a sales conversation
- Very young and very small vendor, five developers and around twenty to twenty-five customer organisations claimed, which is a continuity risk to weigh
Pricing & Plans
No free plan and no free trial are advertised, and no price for the platform itself is published. All three tiers are sold on a tailored quote, priced against the number of monitored issues, the number of users and the coverage scope, with a setup delivered by a certified DELOS Professional charged on top of the licence. The only figures published anywhere on the site concern the consultant certification programme rather than the software: CHF 990 for the DELOS Certified Analyst level and CHF 1,990 for the DELOS Certified Trainer level, both one-time fees with no recurring charge. These are qualifications for consultants who implement the platform for clients, not an entry price for using DELOS. Subscriptions run on a term, with thirty days' written notice required before the end of the current term.

Data, GDPR & hosting
A consolidated view of how DELOS handles your data.
GDPR overview
Concrete and unusually detailed for a vendor of this size. Delos Analytica states it is subject to the revised Swiss Federal Act on Data Protection and, where applicable, the GDPR; the privacy policy carries a dedicated section on rights under the GDPR alongside one on Swiss law, and names the Swiss FDPIC as competent authority. A standard data processing agreement is published and open to every customer, with a named sub-processor table giving contracting entity, purpose, data categories, processing location and transfer basis for each. Requests are acknowledged within five working days and answered substantively within thirty, free of charge. US transfers rely on the Swiss-U.S. and EU-U.S. Data Privacy Frameworks, with standard contractual clauses as fallback. Two gaps are worth naming: no EU representative under Article 27 is designated, although the company is established outside the EU, and no data protection officer is appointed, the vendor stating it is not required to.
Who owns the data?
Delos Analytica AG splits the two roles explicitly. For the content a customer feeds into the platform it acts as processor, and the customer organisation remains controller: the vendor takes only a non-exclusive licence to host, reproduce and adapt that content in order to run the service, and that licence ends when the content is returned or deleted. For account, authentication, billing and marketing data, and for the licensed news and public-record corpus it indexes, Delos Analytica acts as controller under its own privacy policy. Where a data subject request concerns an analysis a customer produced on the platform, the vendor forwards it to that customer rather than answering for them.
Reuse rights
Customer content is used only to provide and support the service. Both the terms and the data processing agreement state that it is not used to train or fine-tune machine learning models, not used to improve the service, and not used to build features for other customers; only aggregated and irreversibly anonymised usage data may inform product development. Model inference runs through the Vercel AI Gateway to OpenAI, Anthropic, Google and xAI with zero data retention enabled account-wide, so prompts and outputs are neither kept nor used for training by those providers. On the customer side, output is designed to be reused freely: every item carries a link back to its original source, briefings can be edited before distribution, and data can be exported in standard formats. Note that the underlying media corpus is licensed from third-party publishers and remains their property, so redistribution of that source material is governed by their terms rather than by the customer's own rights.

Hosting summary
The site gives two incompatible accounts and both deserve to be read. The trust and security page states that production data is hosted in Switzerland in ISO/IEC 27001-certified data centres, with daily encrypted and geographically separated backups, and that no customer data leaves Swiss or EU jurisdiction without an explicit contractual agreement. The privacy policy and the data processing agreement instead place the primary application database, run on Neon, in the United States at aws-us-east-1 in Northern Virginia, with backups kept in the same region and no cross-region replication; other processing takes place in the European Union and in Switzerland, and a contracted engineering team in Uruguay accesses the systems remotely without storing personal data there. Principal infrastructure providers are Amazon Web Services, Vercel and Neon. Traffic is encrypted with TLS 1.2 or above and data at rest with AES-256. Transfers to the United States rely on the Swiss-U.S. and EU-U.S. Data Privacy Frameworks, with standard contractual clauses as a fallback; the United Kingdom and Uruguay are covered by adequacy.
Things to keep in mind
Risks and trade-offs to weigh before adopting DELOS.
- Settle where your data really lives before signing: the trust page and the data processing agreement give incompatible answers, Switzerland in one, aws-us-east-1 in Northern Virginia in the other
- Do not read the ISO/IEC 27001 mention as a vendor certification; it describes the data centres, and the DPA states the vendor holds neither ISO 27001 nor SOC 2 and has run no independent penetration test
- Check political coverage for your own jurisdiction first: outside Switzerland only the media half of the product is delivered today
- Do not build an integration project on the API, which the vendor explicitly places outside the current product
- Budget the partner setup on top of the licence, since the quoted platform price is not the whole cost
- Production is accessed remotely by a contracted engineering team in Uruguay, which belongs in your data protection impact assessment even though no personal data is stored there
- AI-drafted briefings can build a false sense of completeness: the platform filters aggressively by design, so a signal outside your issue map will simply not appear, and no approval workflow with formal sign-off exists yet to catch what the review step misses
Setup & Integrations
Technical difficulty
Technically undemanding. DELOS is a web application with passwordless sign-in, a one-time email link or SMS code, plus SAML or OIDC single sign-on and Google or Microsoft Entra ID for customer workspaces. Nothing is installed. The real effort is methodological rather than technical: the quality of the output depends on how well the issue map is defined, which is why the vendor makes partner-led onboarding mandatory. Expect an initial AI analysis in about five minutes, one setup session of up to three hours with a certified professional, and first briefings within a week. Analyst certification for the team is included.

Should you pick DELOS?
DELOS is a deliberately narrow tool, and that is its strength. It does not try to be a general monitoring product: it serves public affairs and corporate communications teams, and it organises everything around one idea, the issue map, which turns a stream of parliamentary motions and press articles into something attached to a question the team is actually accountable for. For an organisation operating in Switzerland, the depth on offer is real, with the federal parliament, all 26 cantons, consultations and committee work, plus licensed access to paywalled trade press that no in-house agent could legally reach. The legal and privacy documentation is markedly better than the vendor's size would suggest. Terms, privacy policy, cookie policy, data processing agreement and licence terms are published in full, the sub-processor table names every provider with its purpose, location and transfer basis, and the commitment not to train on customer content is repeated across three separate contracts and backed by zero data retention with the model providers. Two things should be settled before signing. The site contradicts itself on where data actually lives: the trust page promises Swiss hosting and Swiss or EU jurisdiction, while the privacy policy and the DPA put the primary application database in Northern Virginia. And the vendor holds no certification of its own, the ISO 27001 badge on the trust page belonging to the data centres rather than to Delos Analytica. Add to that a Switzerland-only political footprint, an API that is still a roadmap item, mandatory partner-led delivery with no published price, and a very young vendor running on five developers. Worth a serious look for Swiss public affairs work; worth waiting on elsewhere.
