Overview

What is Stefi?

Stefi is an artificial intelligence platform built for a single audience: French communes. It is published by ERKOS, a limited company based in Paris, and used through a browser.

Rather than one general chatbot, Stefi presents four named agents, each covering a distinct part of municipal work. Nina is the personal assistant and internal administration specialist, covering HR, budgets, public procurement, council business, minutes, orders and internal notes; she also routes each request to the right colleague. Alix handles the relationship with residents, from civil status to everyday formalities, drawing on 337 official Service-Public.gouv.fr factsheets marked as national references. Yanis writes public communication: official statements, letters to residents, internal and crisis messaging, and wedding speeches based on articles 212 to 215 and 371-1 of the Civil Code. Milla is the legal agent, querying Legifrance in real time, quoting only provisions currently in force across the municipal, construction, tax, social action and civil service codes, and searching administrative case law from the Conseil d'Etat and the appeal courts.

The interaction model deliberately avoids free-form prompting. A user describes a need in plain language; Stefi replies with a guided questionnaire covering subject, category, legal context and financial impact, then writes the document on screen in real time. The result can be reworked in an AI-assisted editor, copied or downloaded.

Memoria, the memory layer, holds the commune's profile - name, mayor, population, mandate objectives and current projects - alongside an imported library of resolutions, orders, regulations and official texts. Stefi indexes that material and cites it with clickable sources, so answers reflect the commune's real context instead of generic templates.

Each commune holds one account with confidential individual workspaces, and the AI profile adapts to each role, so a director general and a town-hall secretary do not receive the same answers. Sign-in is password-free through a one-time email code, on computer, tablet or phone, with voice dictation and in-chat document upload. The application and commune data are hosted in France with OVHcloud, which is the platform's central selling point.

What it does

  • Draft a full council resolution in CGCT format, with legal citations, rationale and operative part
  • Research a point of law against Legifrance in real time and return sourced citations
  • Write municipal orders, official statements and replies to residents' letters
  • Produce the minutes and formal record of a council meeting
  • Prepare wedding speeches built on articles 212 to 215 and 371-1 of the Civil Code
  • Summarise an incoming PDF or Word document, such as a prefectoral report or citizen letter
  • Answer civil-status and formality questions from the official Service-Public.gouv.fr corpus

When to use Stefi / When not to

A quick filter to help you decide if Stefi is the right fit.

When to use Stefi

  • Mayors and deputy mayors who draft resolutions, orders and official speeches themselves
  • Town-hall secretaries and directors general handling internal administration, HR and council business
  • Small and mid-sized communes with no in-house legal or communications department
  • Local authorities that must purchase through an administrative mandate and Chorus Pro invoicing
  • Communes trying to bring unsupervised AI use by municipal staff back under a governed framework

When not to use Stefi

  • Organisations outside France: the corpus, formats and references are entirely French municipal law
  • Teams of more than three users, which is the ceiling of the largest published plan
  • Buyers who need an API or integration with existing municipal software, as none is offered
  • Users wanting a native mobile application, since access is browser-only
  • Buyers who require a signed data processing agreement or a published list of subprocessors

Pros & Cons

Pros

  • Genuine specialisation in French municipal law rather than a repackaged general assistant
  • Answers are backed by official sources and cited so they can be checked
  • Application and commune data hosted in France with OVHcloud, the argument a local data protection officer needs
  • A no-training commitment stated consistently across four separate pages of the site
  • Public purchasing taken seriously: administrative mandate, Chorus Pro, 48-hour quotes and a ready-made note for the council
  • Usable without any AI skill thanks to the guided questionnaire, and with no setup or training fees
  • Low, published pricing from EUR 29 per month, with a 14-day trial that needs no payment card

Cons

  • The privacy policy and terms of use are unedited e-commerce templates that describe a shop, not this product
  • The trial length contradicts itself: 14 days in marketing, seven days in the terms of sale and cancellation policy
  • Marketing promises no commitment while article 4.5 of the terms sets a twelve-month automatically renewing subscription
  • No retention period, no data processing agreement, no subprocessor list and no named data protection officer
  • No API, no integration with municipal software and no native mobile application
  • The largest plan is capped at three users and 10 GB of document memory
  • The marketing site itself is hosted in Sweden and no public social accounts exist

Trust & Privacy

Data, GDPR & hosting

A consolidated view of how Stefi handles your data.

GDPR overview

GDPR compliance is claimed explicitly and repeatedly on the homepage, the pricing page and the sovereignty page, and article 9 of the terms of sale commits to processing under Regulation (EU) 2016/679 and the French Data Protection Act of 6 January 1978. The publisher is a French company, so no Article 27 representative is required or named. Beyond those statements, documentation is thin. No data protection officer is designated and no dedicated privacy address is published: the only contact anywhere on the site is the support mailbox. The privacy policy carries no data subject rights section, no retention periods, no subprocessor list and no data processing agreement. Compliance therefore rests on French hosting and on declarations, not on published evidence.

Who owns the data?

The published terms draw a clear line. ERKOS retains exclusive ownership of the platform itself and all of its components, including its architecture, source code, databases and algorithms. The customer remains solely responsible for the accuracy and lawfulness of the data and content they submit. Documents uploaded or generated stay inside the commune's own workspace, and the homepage states that only the commune can access them. On termination the account is deactivated and the terms of sale refer retention and deletion to the privacy policy. That referral leads nowhere useful: the published privacy policy is an unedited e-commerce template and never addresses ownership, retention or deletion of customer content.

Reuse rights

A subscription grants a personal, non-exclusive and non-transferable right to use the platform, limited to the subscription period and the number of seats purchased. Generated documents can be edited, copied and downloaded freely for the commune's own business. Beyond that, the terms of sale are restrictive: redistributing or publishing any content extracted from the platform is prohibited, as is any unauthorised commercial exploitation of the services or of their results. On the vendor's side, four separate pages state that customer data is never used to train AI models and never passed to third parties, while Memoria retains the commune profile, its document library and past conversation context to personalise answers. The published privacy policy contradicts this, permitting disclosure to marketing and commercial partners.

Data retention & training

Retention summary
No retention period is published anywhere on the site. The terms of sale state that on termination the account is deactivated and access ends, then refer retention and deletion to the privacy policy; that policy, an unedited e-commerce template, contains no retention or deletion section at all. The cancellation policy confirms that access continues until the end of the billing period already paid for. During the trial, users can stop at any time by deleting their account or contacting the team. Documents and the Memoria memory are preserved when a trial converts to a paid subscription. Stored documents are described as anonymised. Anyone needing a defined retention period will have to obtain it in writing.

Hosting summary

The application at app.stefi.ai is hosted by OVH SAS in Roubaix, France, and the site states that commune data resides in France under French law. This is the platform's central argument and is repeated on the homepage, the pricing page and the sovereignty page. One distinction matters: the marketing site is hosted by Lovable Labs Sweden AB in Stockholm, so the French hosting claim covers the application and its data rather than the public website. The domain resolves to a Cloudflare anycast address, which reflects the content delivery network and says nothing about where data actually sits. Stored documents are described as anonymised and accessible on a named, secured basis, with access limited to the commune. No payment card data is kept on the publisher's servers. The site never names a broader region such as the EU, and no subprocessor list is published.

Where Stefi works

Country-level availability.

Not available in

No contractual geographic restriction is published, and nothing prevents access from outside FranceIn practice the tool is confined to France: it is built on French municipal law, draws on Legifrance and Service Public.gouv.fr, bills through Chorus Pro and administrative mandates, and offers interface and support in French onlyThe terms of sale are governed by French law with exclusive jurisdiction of the Paris courts
Watch-outs

Things to keep in mind

Risks and trade-offs to weigh before adopting Stefi.

  • The published privacy policy and terms of use are unedited e-commerce templates: they never describe this product, so the contractual protections a buyer assumes may simply not exist
  • That template privacy policy allows disclosure to marketing and commercial partners, directly contradicting the no-sharing promise made on the product pages
  • Key commercial terms contradict each other across documents: 14 versus seven trial days, no commitment versus a twelve-month renewing subscription, card payment versus mandate-only, and inconsistent plan names
  • Sovereignty is partial: only the application runs on OVHcloud in France, the marketing site is hosted in Sweden, and the underlying AI models come from unnamed third-party providers
  • Documents are drafted by AI and can contain errors; the terms disclaim any professional advice, so every resolution, order or legal analysis still needs human legal review before use
  • Relying on a guided questionnaire for statutory documents can erode staff familiarity with the underlying law, leaving a commune dependent on the tool for work it must legally own
  • No retention period, data processing agreement or subprocessor list is published, which is difficult to reconcile with a public body's own GDPR accountability duties
Setup

Setup & Integrations

Technical difficulty

Technically negligible. There is nothing to install or deploy: access is through a web browser, sign-in uses a one-time email code rather than a password, and the site states that no technical skill and no setup or training fees are involved. Onboarding is about five minutes for the commune profile, plus the time to import reference documents. The real friction is administrative: trial requests are validated within 48 hours, and a commune buying from its own budget must obtain a quote, return a signed purchase order and settle by mandate. A personalised video demonstration is offered on sign-up.

FAQ

Frequently asked questions

Who is Stefi built for?
French communes and local authorities. The site addresses mayors, deputy mayors, town-hall secretaries, directors general of services and municipal councillors, and the contact form lists exactly those roles.
What do the four agents actually do?
Nina covers internal administration and routes requests, Alix handles the relationship with residents and civil status, Yanis writes public communication and speeches, and Milla is the legal agent querying Legifrance in real time.
Do I need to know how to write prompts?
No. You describe your need in plain language and the platform replies with a guided questionnaire covering subject, category, legal context and financial impact before writing the document.
Are the generated documents legally compliant?
The site states that resolutions follow the exact CGCT structure with legal citations, rationale and operative part, and that wedding speeches incorporate articles 212 to 215 and 371-1 of the Civil Code.
Where is the data hosted?
The application and commune data are hosted in France with OVHcloud. Note that the marketing website itself is hosted by Lovable Labs Sweden AB in Stockholm.
Is my data used to train AI models?
The homepage, the FAQ, the pricing page and the help centre all state that data is never used to train AI models and never shared with third parties. The published privacy policy, an unedited template, says otherwise.
How much does it cost?
EUR 29 per month or EUR 190 including tax per year by card, and EUR 190 or EUR 390 excluding tax per year by administrative mandate, depending on the plan and the number of users.
How does a commune pay from its own budget?
You request a quote, receive it within 48 hours with a purchase order, return it signed, and the invoice is then filed on Chorus Pro for settlement by administrative mandate.
Is there a free trial, and how long does it last?
A 14-day trial requiring no payment card is advertised throughout the site. Be aware that the terms of sale and the cancellation policy both describe a seven-day trial instead.
Is there an API or a mobile app?
Neither. Access is through a web browser only, including on mobile and tablet, and no developer documentation or app store listing exists.
Conclusion

Should you pick Stefi?

Stefi is an unapologetically narrow product, and that is its strength. It does not try to be a general assistant with a public-sector coat of paint: its four agents are built on the CGCT, the Civil Code, Legifrance and the Service-Public.gouv.fr corpus, and the output formats match what a town hall actually has to produce. For a small commune with no legal or communications department, that specialisation plus French hosting and a guided questionnaire is a credible answer to staff quietly using general chatbots on sensitive files.

The commercial design is equally well judged. Pricing is published and low, the administrative mandate and Chorus Pro route is properly supported, and the ready-made note for the municipal council shows real understanding of how a commune buys software.

The reservation is documentary rather than functional. The privacy policy and terms of use are unedited e-commerce templates that mention shopping carts, loyalty points and shipping addresses, and the privacy policy permits disclosure to marketing partners - flatly contradicting the no-sharing promise made on the product pages. Trial length, commitment period, accepted payment methods and even plan names differ between documents. None of this proves bad practice, but a buyer bound by public procurement rules should get written confirmation of retention periods, trial and commitment terms, and a proper data processing agreement before signing.

Worth noting too: the publisher ERKOS has existed since 2006, while the Stefi product itself dates from 2024. The company's age is not the product's track record. Judged on what it does, Stefi is a focused and reasonably priced drafting tool; judged on its paperwork, it still has catching up to do.
