What is tilbago?

tilbago is a Swiss cloud platform for legal debt recovery - that is, enforcement proceedings under the Swiss Federal Act on Debt Enforcement and Bankruptcy (SchKG/LP) - with an AI layer the publisher presents as the fourth generation of the product, released in 2025. The positioning is deliberately do-it-yourself: the creditor stays the creditor in front of the debtor, tilbago never appears in that relationship and never buys the claim.

At the core sits a SchKG knowledge graph, a semantic base built on the i-views Smart Data Engine from Empolis Information Management GmbH. Several named components divide the work on top of it. The Legal Advisor holds the enforcement law itself: the procedure, the statutory deadlines and which enforcement office is competent. The Decision Advisor identifies the most effective measure at each point of the process. Recovery Intelligence produces case-level analyses, recommendations and forecasts, backed by a Predictive Engine that anticipates how a case should unfold and flags deviations. TiLL is a conversational assistant answering case-specific questions in a way the publisher describes as compliant with the SchKG.

A second axis targets certificates of loss (Verlustscheine). The Verlustschein-Digitizer brings paper archives back in by scanning PDFs and recognising the data, with an Excel import as the alternative, and the Verlustschein-Analyzer then evaluates continuously when each certificate is worth acting on. Daily debtor monitoring and permanent address checking run underneath both axes.

Nothing is installed. The service is reached through a browser, hosted at PostFinance AG in Switzerland, with encrypted access and two-factor authentication. The home page advertises 7x24h monitoring, 99.9% address quality and a hit rate above 90% for Recovery Intelligence, and the publisher claims to be the first cloud enforcement solution to integrate the Swiss eBill/E-Rechnung standard. GDPR overview

tilbago never claims GDPR compliance. Its privacy policy is built on the Swiss Federal Act on Data Protection (DSG), citing art. 5 let. j, 6, 25 ff., 26 and 32, and the GDPR appears only once - to qualify third-country transfers by Google and YouTube under the EU-US Data Privacy Framework (art. 45 GDPR). Under the Swiss framework the policy grants access (art. 25 ff.), rectification (art. 32 para. 1), objection, erasure and data portability as far as technically feasible, subject to the reservation of art. 26 para. 1 let. b. A cookie banner separates strictly necessary from third-party cookies, the latter being deactivable. No representative under GDPR art. 27 is designated, no data protection officer is named - info@tilbago.ch is the only published address - and no data processing agreement is published or offered anywhere on the site.

Who owns the data?

The published privacy policy names tilbago AG, Fluhmattweg 4, 6004 Luzern (info@tilbago.ch), as the controller, and it is written under Swiss data protection law (DSG art. 5, 6, 25 ff., 26 and 32) rather than the GDPR. That policy covers the public website only: no equivalent document is published for the data processed inside the enforcement platform. For the website, it allows disclosure to debt collection service providers, to authorities and enforcement offices, and to anyone legally entitled to the data. Forms cover orders, contact requests and newsletter sign-ups, and the site runs Google Analytics with IP anonymisation, Google Ads, Tag Manager, Fonts, reCaptcha, Gstatic and embedded YouTube (Google Ireland, with US transfers under the EU-US Data Privacy Framework). Data may be passed on to debt collection service providers, to authorities and enforcement offices, and to persons legally entitled to receive it; the exchanges with the enforcement offices themselves travel over SEDEX, the Swiss Federal Statistical Office channel required by the eSchKG standard. On the customer side, you keep control of your own material: the claim is never assigned, all amounts recovered go to you, ongoing cases can be restored and closed cases can be downloaded for local archiving. What is missing is a public contract for the platform, so no published terms state what you may or may not do with the data you take out of it. And nowhere on the site is model training mentioned: the subject is never addressed, in either direction.

Data retention & training

Retention summary
The only retention periods the publisher puts in writing concern the marketing website, not the enforcement platform. Technical data and log files are deleted as soon as they are no longer needed, and in any case no later than three months after the visit.
