What is FLEET?

FLEET is one of the four standard decision-support products that make up the SISCOG Suite, alongside ONTIME for timetables, RAILNODE for local resources and CREWS for staff. Its remit is the vehicle: FLEET creates and manages optimised rolling-stock schedules for rail and metro operators.

It works from expected passenger demand figures, timetables, the network, vehicle specifications and needs, and the operational constraints and rules the operator has to respect. From those inputs it produces long-term balanced routings or cyclic rosters and short-term calendar schedules, and it handles scheduled vehicle inspections, maintenance and other services. In the calendar schedule, vehicles can be allocated to balanced routings following either irregular patterns or regular rotation patterns derived from the cyclic rosters. On the day of operation FLEET changes role and provides decision support to the people running the service.

What distinguishes it is the optimiser and the amount of control left to the user. SISCOG's optimisers combine Artificial Intelligence and Operational Research techniques, tackle large and very large scheduling and rescheduling problems, and optimise several goals at once even when those goals conflict. Around that engine sit three levels of decision support. In manual mode the product behaves as a computer-aided graphical scheduling tool that signals rule violations. In semi-automatic mode it suggests alternatives. In automatic mode it returns an optimised solution, using either default parameters or the restrictions and goals entered beforehand. Work can start in any mode and move to another at any time.

The product is built from independent but fully integrated modules covering the whole resource scheduling and management cycle, from long-term planning through real-time dispatching to post-operation analysis. It interfaces with other systems, offers extensive reporting with decisive KPIs and statistics, and is used through a web and mobile-based interface. Deployment is on-premises or in the cloud. FLEET ships as a standard product but is customised to the reality of each operator, with significant parameterisation capabilities. Implementation is concrete and named. The privacy policy, published on 13 March 2026, cites Regulation (EU) 2016/679 and Portugal's Law 58/2019 of 8 August, and follows the guidance of the national data protection authority, the CNPD. It identifies the controller — SISCOG – Sistemas Cognitivos, S.A., Lisbon Commercial Registry number 501707336 — and a designated Data Protection Responsible reachable at ims@siscog.pt. A table maps each purpose to its data categories and legal basis: contract performance, pre-contractual steps, legitimate interest, consent and legal obligation. Access, rectification, erasure, restriction and portability are listed, with a reply within thirty days extendable by thirty more, plus a right to complain to the CNPD. Who owns the data?

SISCOG publishes very little about where data physically sits.
