What is Powtoon?
Powtoon is a browser-based video creation platform published by Powtoon Limited, a British company that dates its founding to 2012, and it now markets itself as The Unified AI Video Platform. The homepage pitch is deliberately blunt, "AI Video for non-AI people", and it describes the product accurately: generative features sit at the front of the workflow, but everything they produce lands in a conventional drag-and-drop studio where scenes, characters, transitions and camera moves all stay editable.
The AI suite, branded Powtoon Imagine, has eight parts: doc-to-video, which turns files, PDFs and slide decks into videos; a scriptwriter; text-to-speech; text-to-video; talking AI avatars with lip-sync; text-to-image; automatic captions; and translation. Powtoon is unusually open about the engines behind them, naming Google Veo for clips, Nano Banana and Imagen for stills, Google Cloud Translation for localisation, OpenAI for scripts, ElevenLabs for voices, and HeyGen and Colossyan for avatars.
Around that sits the classic Powtoon toolkit: animated character styles, whiteboard explainers, infographics, real footage, animated presentations, a character builder, a stock library of more than four million assets, and screen and webcam recording through the free Powtoon Capture Chrome extension.
Pricing is freemium and quoted in US dollars. A permanent free plan allows 720p exports of up to three minutes with a Powtoon watermark; paid tiers run from Lite at 15 USD a month, billed yearly, to Advanced at 125 USD, with Education at 8 USD for students and teachers and Enterprise quoted on request. AI generation is metered in credits, included with each paid plan and toppable up separately.
The enterprise story explains why large organisations appear in the customer list. Powtoon holds ISO/IEC 27001:2022 certification, publishes a data processing agreement with EU standard contractual clauses and the UK addendum, names twenty sub-processors with their addresses and purposes, and states repeatedly that it never trains its models on customer content. GDPR overview
Powtoon claims GDPR compliance explicitly and in several places, and backs it with documents rather than assertions alone. A data processing agreement is published, with Powtoon as processor and the customer as controller; it covers both the EU GDPR and the UK GDPR, incorporates the European Commission's standard contractual clauses of 4 June 2021 and the ICO's UK addendum for transfers, and carries an Article 28(3) annex plus an annex of technical and organisational measures. A named list of twenty sub-processors, last updated on 18 June 2025, is public. The privacy policy sets out rectification, objection, erasure, portability and consent-withdrawal rights, all exercised through support@powtoon.com. Two gaps: no Article 27 EU representative is named and no data protection officer is designated, leaving one support address as the only route. Certification held is ISO/IEC 27001:2022.
Who owns the data?
Ownership depends on the plan. Powtoon states that customers keep ownership of the content they put in, and that anything its AI produces is fully licensed for perpetual commercial use, with indemnification. Free users, however, grant Powtoon a worldwide, perpetual, irrevocable, non-exclusive, royalty-free licence to use, reproduce, adapt, publish, translate and distribute the user content in their presentation; that clause explicitly does not apply to paying users. On a Premium plan the content is licensed to the email address that subscribed, not to the subscriber's employer. Only Enterprise plans give the company itself ownership of what its staff create.
Reuse rights
Commercial reuse needs no further permission on any paid plan: commercial rights are listed among the features included with every paid tier, and the Advanced plan adds third-party reseller rights, so work made in Powtoon can be sold on. AI output carries a perpetual commercial licence with indemnification attached, which means a finished video can be published or monetised as it stands. Free-plan exports carry a Powtoon watermark and Education exports carry a "Powtoon for EDU" watermark. On its own side, Powtoon uses customer data to run and support the service and, on a legitimate-interest basis, for direct marketing that users can unsubscribe from. It states in three separate places that it never trains its models on customer content. The generative engines are third-party tools governed by their own terms, which Powtoon requires users to review and comply with.

Hosting summary
Powtoon publishes no hosting country and no hosting region. Its sub-processor list names Amazon Web Services for cloud infrastructure and Microsoft Azure for Azure AI services, with Fastly for caching and proxying, MongoDB for its NoSQL database and Mux for video hosting and delivery, but the addresses in that list are the vendors' head offices rather than data centre locations. Enterprise customers are told only that all enterprise data is stored in a separate cloud infrastructure with enhanced protection and isolation from other users, again without a location. The jurisdiction is clearer: Powtoon Limited is a British company, and both the terms and the privacy policy are governed by the laws of the United Kingdom with exclusive jurisdiction in UK courts. International transfers are covered by the European Commission's standard contractual clauses of 4 June 2021 together with the UK addendum published by the ICO. Encryption is stated as AES-256 at rest and TLS 1.2 or above in transit. Anyone with a data residency requirement will have to raise it with sales, because the public pages do not answer it.
