Fotor is an online photo editor and AI creative suite from Everimaging, pairing photo retouching, AI image and video generation and template-based design for marketers, e-commerce sellers and non-specialists. Free plan, with paid Pro, Pro+ and Max tiers.
What is Fotor?
Fotor is an online photo editor published by Everimaging which has grown, over more than a decade according to its About page, into what the company now calls an AI vibe marketing platform for performance. It claims more than 800 million users, three billion photos edited and a presence in over 200 countries, and displays a 4.5-star Capterra rating on its AI Photo Editor page.
The product rests on three pillars. The first is photo editing: a catalogue of more than 100 tools covering enhancement, unblur, sharpening, restoration, upscaling to 4x, colourisation, retouching, age progression, colour correction, resizing, cropping, overlays and frames, alongside removal and replacement tools such as background remover, change background, PNG maker, remove object, remove person, watermark remover, text remover, hairstyle and clothing changers, image text editor, image translator and signature extractor. Effects run from photo-to-anime and cartoon through sketch, painting, watercolour and line drawing.
The second pillar is generative AI, and its defining trait is aggregation rather than in-house modelling: images are produced through third-party engines including Flux, GPT Image 2, Gemini, Nano Banana and Nano Banana Pro, Seedream, Ideogram, Qwen and Midjourney v7, while video runs on Veo 3 and 3.1, Kling 2.1 to 3.0, Hailuo, PixVerse, Seedance, Wan, Grok, Vidu and MiniMax. A conversational editing agent (Chat to edit, AI Image Agent) and an AI Presentation Maker sit on top.
The third pillar is design and commerce: template-based creation, plus tools aimed squarely at sellers and marketers, including ghost mannequin, fashion model AI, flatlay to model, background generator, AI PhotoShoot, AI Listing, batch photo editor, AI poster generator, UGC and product video, and Link to Ad, which turns a product URL into an advertising video.
Fotor runs on the web and as native apps for iOS, Android, Windows and Mac with cross-device sync, offers its interface in 17 languages, and publishes an API and SDK covering image generation, filters, background removal, enhancement and headshots. Side programmes cover education, NGOs, ambassadors and partners. The claimed positioning is breadth and speed rather than depth: the site sells the product as an editor with fewer learning curves than Photoshop.

- Open the editor in a browser, or install the Windows, Mac, iOS or Android app; a single account syncs across devices.
- Create an account with an email address and a password, or sign in through Facebook or Google.

Fotor operates on a freemium model. Fotor Basic is free forever and requires no payment; above it sit Fotor Pro, Fotor Pro+ and a Max tier, with a monthly/annual toggle on the pricing page. No subscription amount is published on the pricing page: the figures are injected by a client-side API call and are absent from the HTML served, on the pricing page, on the free-trial page and on the comparison page alike. The only monetary indication in the markup is a "US$" prefix. The lowest paid price point therefore cannot be stated here, and no figure should be assumed. GDPR overview
No explicit claim of GDPR compliance appears on the site. The privacy policy effective 29 May 2026 states only that, for users residing in jurisdictions with specific data protection rules, Fotor will make its "best effort" to let them exercise their rights under local legislation, naming the GDPR and the CCPA. Requests go through a single channel, support@fotor.com. No EU representative under Article 27 is designated, no data protection officer is named, no data processing agreement is published or offered on request, and no certification such as SOC 2 or ISO 27001 is claimed. The terms of 17 July 2025 apply the law of the People's Republic of China, give exclusive jurisdiction to the people's court of Chengdu, Sichuan, and include a class action waiver. Under-18s must read the terms with a parent or guardian and may use the service only with their consent; no floor age is set.
Who owns the data?
Under the terms of 17 July 2025, Fotor claims no copyright over the output a user generates and states it cannot license or release that output to the user; the user remains solely responsible for anything generated, transmitted, shared or published. The privacy policy effective 29 May 2026 adds that the publisher generally does not use AI inputs or outputs, and does not transfer, share, sell or provide them to advertising platforms, analytics providers, data brokers or resellers. Two carve-outs: unsubscribed accounts holding gifted credits have their creations posted to the community by default, with an opt-out; Face Data serves only the requested avatar. Deletion is available, with four exceptions.
Reuse rights
Fotor stores inputs and outputs on Amazon Web Services servers located in the United States, and states that personal data is encrypted and held where the service is hosted. A transfer to a third party requires two conditions to be met together: the user voluntarily uploads content and manually selects the generation engine. The privacy policy of 29 May 2026 names those providers one by one (Veo, Nano Banana, Kling, Seedance, Hailuo, FLUX, Wan, Qwen, Midjourney, Seedream, Classic and Pixverse). Voice input on Apple devices is sent to Apple's API for transcription. The AI Avatar tool asks for 8 to 15 photos; that Face Data is deleted from the servers once the avatar is produced and is not used to train other AI products. Signing in through Facebook or Google returns the profile, a token or UID and the email address, which Fotor states it neither shares nor sells. Log data covers IP address and connection and disconnection times, and functional, analytics and advertising cookies are used, including third-party ad networks such as Google. Because Fotor asserts no copyright over the outputs, users may reuse their own creations without asking further permission, within the limits of the terms.

Hosting summary
The privacy policy effective 29 May 2026 states that user inputs and outputs are stored on servers provided by Amazon Web Services and located in the United States, and that personal data is encrypted and stored where the service is hosted. No EU region, alternative location or data residency option is mentioned anywhere on the site, and no hosting certification is published. Hosting is not the only place data travels: when a user selects a generation engine, the input is transferred to that third-party model provider, twelve of which are named in the policy, and voice input on Apple devices is sent to Apple's API for transcription. The publisher, Everimaging, operates under the law of the People's Republic of China per the terms of 17 July 2025, with exclusive jurisdiction in Chengdu, Sichuan. The combination of United States hosting and PRC jurisdiction, with no data processing agreement and no Article 27 EU representative, is the point to settle before processing personal or client data.

- Subscription amounts appear only once JavaScript has run: check the actual price, and remember that prices are quoted exclusive of tax, before committing. The site also contradicts itself on whether free-plan exports carry a watermark.
- Subscriptions and credits are non-refundable, and cancellation must be requested at least 24 hours before the current period ends; Retail Tokens carry expiry dates that vary by type and by how they were obtained.
- Once credits run out or a subscription ends, the finished work must be published within 30 days to remain usable, and Fotor states it does not guarantee content retention and is not a backup solution: keep your own copies.
- Creations made on free accounts holding gifted credits are published to the community by default. Activate the opt-out before uploading anything you consider private, personal or client-owned.
- Choosing a generation engine sends your input to that third-party provider. The engine choice is a data transfer decision as much as a quality one, and the list of providers is long.
- Hosting in the United States, law of the People's Republic of China, exclusive jurisdiction in Chengdu and a class action waiver: settle this before putting sensitive, personal or client-identifiable material through the service.
- One-click automation shortens the learning curve, but leaning on it for every edit erodes the manual craft and the habit of looking closely at an image; outputs still need a human check, since the terms make the user solely responsible for anything generated, transmitted, shared or published, and sharing or reselling a subscription revokes the licence.
