Framer is a website builder whose AI design agent works directly on the design canvas: it generates pages, content and code that remain editable by hand, with hosting, CMS, SEO and analytics included, for designers, marketers and startup teams.
What is Framer?
Framer is a platform for designing, publishing and running websites, built around an AI agent that works directly on the design canvas rather than in a separate chat window. Three agents are presented: a design agent that generates and refines pages in place, a CMS agent that structures, organises and updates content collections, and a code agent that turns an instruction into code on the site. The stated principle is that every change the agent makes stays visible, editable and under the user's control, with agents that work alongside you rather than instead of you.
Generation is only one part of the product. Framer also supplies the pieces a live site normally needs from separate vendors: a CMS, CDN hosting announced at 99.99% uptime with 20 edge locations on Basic and more than 300 on Pro, built-in SEO tools, analytics, A/B testing and funnels, AI localisation, real-time collaboration, branches with previews and a staging environment. A team can therefore go from a written brief to a published, measured and tested site without leaving the editor.
The project can also be driven from outside. External agents, namely Claude Code, Codex in ChatGPT, Cursor, Antigravity and Windsurf, connect through a single npx @framer/agent setup command, with no separate MCP server to install. Those agents act on the editor canvas and not on the published site, so going live remains a deliberate action. Developers are served by Plugins, a Server API, Fetch, React code components and Code Overrides.
Commercially, the product runs on credits: each plan includes a monthly allowance shared across the workspace, consumed by the agents, by localisation and by the other AI features. A community marketplace adds templates, components, plugins and vectors, with 12,447 resources announced. Customers shown on the site include Perplexity, Miro, Zapier, Mixpanel, Legora, Mutiny, Stack AI and Flora, and the Series D post of 28/08/2025 reports hundreds of thousands of sites, more than half a million monthly users and a company operating at break-even. GDPR overview
Compliance is documented rather than merely asserted. The publisher, Framer B.V., registered in Amsterdam with the Dutch Chamber of Commerce under number 59920637, is established inside the EU. The Security page, v1.0 effective 06/02/2026, states an explicit GDPR commitment and claims CCPA compliance as a service provider. A Data Processing Addendum concluded under Article 28 is published at /legal/data-processing-addendum/ and incorporated into the contract by reference; the sub-processor list is published in the Vanta-hosted Trust Center. Certifications are ISO 27001 and SOC 2 Type 1 and Type 2, the report and certificate being released to Enterprise customers on request. Privacy Shield was abandoned on 16/07/2020 after Schrems II. No Article 27 representative or DPO is named, which is consistent with an EU establishment; privacy requests go to legal@framer.com. The minimum age is 16, and the AI Notice v1.1 of 16/06/2026 aligns with EU Regulation 2024/1689.
Who owns the data?
The customer retains full ownership of its Content, including all intellectual property rights and derivatives (Terms of Service 7.3 and 8.1). Framer receives only a non-exclusive, royalty-free, worldwide licence, extended to its hosting providers and limited to delivering and optimising the service. Framer keeps the rights to the Service itself (7.2) and, under the AI Notice v1.1 of 16/06/2026, clause 6.1, to the Framer AI Features and their associated usage data. Aggregated and de-identified Usage Data may be used to improve the service without identifying the customer. On termination, a written request triggers irreversible deletion of the Content, except where the law requires retention (18.4).
Reuse rights
The Privacy Statement v1.7 of 16/06/2026 maps each purpose to a GDPR legal basis under Article 6(1)(a) to (f): performance of the contract, legitimate interest, legal obligation or consent. Login identifiers are treated as sensitive personal data, and transfers outside the EU rely on adequacy decisions or standard contractual clauses under Chapter V, with a UK addendum where the UK GDPR applies. The AI Notice v1.1 of 16/06/2026 sets two distinct regimes. Under clause 7.1, customers on every plan other than Enterprise grant Framer a worldwide, irrevocable, non-exclusive licence to use and reproduce their Inputs and Outputs in a de-identified manner in order to train Framer's own AI models; for Enterprise customers, Inputs and Outputs are not used for that training. The same clause states that providers of third-party models have no right to train on customer Inputs and Outputs. Clause 4.2 asks customers not to submit personal data to the AI features. No user-side opt-out from training is documented: the opt-out rights described elsewhere concern the sale or sharing of personal data and targeted advertising under US state laws, not AI training.
Data retention & training
Hosting summary
All of Framer's services are hosted in Amazon Web Services facilities in the United States, distributed across several AWS availability zones located in physically separate data centres; no European region is offered. Storage relies on Aurora, DynamoDB, ElastiCache and S3, all encrypted at rest with AES 256-bit encryption, backups included. Secrets are held in AWS Parameter Store and keys in AWS KMS. Transport requires TLS 1.2 as a minimum, with HSTS and preload enabled. Production, staging and development environments are separated and isolated. Content delivery runs from 20 edge locations on Basic, more than 300 on Pro and all locations on Enterprise. Because the publisher is established in the Netherlands while the infrastructure sits in the United States, transfers outside the EU are covered by standard contractual clauses or an adequacy decision. These arrangements are set out on the Security page, version 1.0 effective 06/02/2026, which also cites ISO 27001 and SOC 2 Type 1 and Type 2, third-party penetration testing and a 24/7 security operations centre.
