PhotoCat is an all-in-one AI photo and video editor bundled with a gallery organizer, published by Pixocial Technology (Singapore) Pte. Ltd. It bills itself as "the one-stop AI photo editor for retouching, enhancing, transforming, and creating beautiful images while organizing your gallery", and it lives on two surfaces that the terms treat as one product: PhotoCat Studio, the browser version that needs no installation and no account to try, and the iOS and Android apps. The catalog is wide. Roughly forty image tools are grouped into AI Filters, Background Editor, Portrait & Hairstyle and More, next to six video tools. Image work covers enhancement and enlargement (AI Enhance Ultra, Image Enhancer up to 4K, Image Upscaler), repair (Old Photo Restoration, Photo Colorize), portraits (AI Photo Retouching, Hairstyle Changer, Hair Color Changer, Beard Filter, AI Clothes Changer, Face Shape Detector, AI Face Swap), removal (AI Object Remover, AI Replace by prompt, Remove People, Remove Text, Remove Emoji, Image Watermark Remover), framing (AI Image Extender, Background Remover, Background Changer, Blur Background, Blur Face) and restyling (Photo to Anime, Photo to Cartoon, Photo to Sketch, Action Figure Generator). The video side removes watermarks, TikTok, Instagram, CapCut and Sora included, enhances or unblurs footage and erases objects. Three features lift the product above a grab-bag of filters. Batch Photo Editor applies one setting to as many as fifty photos per pass, detecting content automatically instead of asking for manual selection. Custom AI Workflows chain tools together, such as Remove Passerby then Retouch then Enhance, and replay the sequence on one photo or fifty. Photo Organizer turns camera-roll cleanup into swiping: left to delete, right to keep, hold to file into one of five pinned albums, with duplicate and similar-photo detection, sorting by date and media type, a trash bin, gallery sync and, since version 3.23.0, Shared Albums opened by invitation link. The publisher claims users save up to 47% of their storage this way. A virtual cat mascot grows with use, and the credits are called Snacks. The app scores 4.7 out of 5 across 1,300 App Store ratings and passes 50,000 downloads on Google Play; site and app run in eleven languages, with six releases documented between March and July 2026. One limit is stated outright: use is personal and non-commercial only.

These amounts come from the App Store in-app purchase listing, cross-checked by web search, and not from the pricing page, whose figures are rendered in JavaScript and never appear in the page source. GDPR overview
Implementation is unusually thorough for a consumer app. The privacy policy, last modified 10 June 2025, names Pixocial Technology (Singapore) Pte. Ltd. as controller and appends a complete GDPR Notice in five sections: controller identity, an Article 6 legal basis for each purpose, categories of recipients, data subject rights and supervisory authorities. The Article 27 representative for the EU is Rivacy GmbH in Hamburg (info@rivacy.eu), with Rivacy Limited in London for the UK, and the data protection officer answers at legal@pixocial.com. Rights are cited article by article: access (15), rectification (16), erasure (17), restriction (18), portability (20), objection (21), withdrawal of consent (7(3)) and complaint (77), with the Hamburg authority and the ICO named. The policy states that no automated decision-making takes place. Two gaps: no data processing agreement is published and standard contractual clauses are never mentioned.
Who owns the data?
Pixocial claims no ownership of user content: the terms in force since 10 June 2025 state that nothing restricts your own right to use and exploit your photos. Ownership, however, is only half the picture. Making content available grants the publisher a non-exclusive, worldwide, royalty-free, transferable license with the right to sublicense, so affiliates and service providers can be brought in; the Terms of Service version is also irrevocable and perpetual, the AI Terms version is not. Purchased Snacks and other virtual goods are never owned either: they come as a limited, non-transferable license. The publisher may additionally delete any AI-generated content at its sole discretion, without notice.
Reuse rights
On the user's side, outputs may be reused without asking permission, but only privately: the AI Terms of Use, effective 10 June 2025, confine the AI features and everything they produce to personal, non-commercial purposes, and no commercial exception is offered. On the publisher's side, inputs and outputs are processed and stored to monitor and prevent abusive or harmful use, and the license granted covers optimizing and improving the app, its AI features included. Uploaded photos, audio and video are declared not to be used to identify you individually; facial mapping used for retouching effects is not shared with third parties and is discarded when recommendation ends or the app closes. Algorithmically inferred photo metadata, including facial traits, gender, age and race of the people pictured, feeds filters, effects and product recommendations, while microphone audio serves video editing only and never advertising. Targeted advertising relies on the Advertising ID and can be refused by emailing support@photocat.com, generic ads following instead. Consent, contract, legitimate interest and legal obligation are the legal bases invoked. No published text states whether or not content is used to train models.

Hosting summary
The privacy policy, in force since 10 June 2025, sets no geographic boundary: information collected may be transferred, processed and stored anywhere in the world. Seven jurisdictions are named as examples, namely Singapore, the People's Republic of China, Hong Kong, Japan, South Korea, the United States and the European Union, and storage may sit in the cloud, on the publisher's own servers, on those of its affiliates or on those of its service providers. The Brazilian section is more precise, naming the United States and Singapore as transfer destinations. The subprocessor list is long and explicit: Apple, Google LLC and Google Asia Pacific, Meta Platforms, AppLovin (Singapore), Tencent, Microsoft, Zendesk, Stripe Inc. and Stripe Payment Europe, AppsFlyer, Adjust GmbH, plus other Pixocial affiliates. No hosting region can be selected by the user, and no data processing agreement is published. The policy itself is governed by Singapore law, while the controller is reachable at a Kowloon address in Hong Kong. Anyone with a data residency requirement should therefore treat mainland China and Hong Kong as realistic destinations, since the policy names them.

- Anything you make with the AI features is limited to personal, non-commercial use: putting an edited image on a company page or in a client deliverable breaches the terms, however capable the tool is.
- The license you grant on your content is broad and, in the Terms of Service version, irrevocable, perpetual, transferable and sublicensable, and there is no way to refuse it while keeping the AI features.
- The publisher may delete AI-generated content at its sole discretion and without notice, so PhotoCat should never be treated as storage or backup for anything you care about.
- Data may be transferred, processed and stored anywhere in the world, with mainland China and Hong Kong named among the destinations, while no data processing agreement and no security certification is published.
- Face-driven features run deep: facial mapping for retouch effects, plus algorithmically inferred metadata on the people in your photos, including facial traits, gender, age and race. AI Face Swap makes convincing alterations of real people just as easy, and the consent of whoever is in the frame is left entirely to you.
- Billing deserves attention: amounts are not displayed without JavaScript, so check the figure in the App Store or Google Play listing before subscribing. Renewal is automatic and cancellation must happen at least 24 hours before the cycle ends, while credits are non-refundable, may expire and vanish when the account is closed.
- The watermark removal tools for TikTok, Instagram, CapCut and Sora are only as lawful as the content you point them at, and the publisher offers no guarantee on that point.
